Dropping connection, speed slower than mud, fault report service dismissive

Our broadband connection has never been good.  For 9 years every time it rains the Internet light on the router goes out shortly followed by the Broadband light - Power light never waivers.  This dropped connection lasts from anywhere between 30 seconds to over 2 hours.  Also routinely every night between the hours of 8.30pm and 5.00am it is impossible to access anything on the internet, mostly the message comes up "server not available" or the page tries to load but fails miserably.  

 

I have tried to report this to BT but am ridiculed.  Apparantly it is impossible according to your technical team for the Internet light, then the Broadband light to go out on the router?  Well I have video of this happening when it rains.  I last spoke to faults middle of last week who then said there was a fault with the phone line.  They then told me I would have to pay up front for an engineer visit as it was caused by our phone handsets.  Funny that, no phone handsets were connected at all at the time.  To make sure I purchased new handsets, made no difference at all.  Also yes there is a fault on the phone LINE, people ring in and get the ringing tone but nothing happens in the house despite new handsets and swopping handsets even over to an old style corded none DEC phone.

 

I am told now by broadband I have to report the phone fault first.  Phone fault tells me I have to report the broadband fault first. Neither will take or register a fault.  Seems a pretty easy way of BT yet again getting out of sending an engineer out...last time it took 10 days to send one to what is a business account.
